How often should gutters be cleaned in Texas?
Texas gutters need one to three cleanings a year, for storms and falling leaves.
Around San Antonio and Dallas, standard homes get two visits: April after the live oak and cedar elm drop, and December once the pecan clears, with spring hail adding debris between.
Houston and the Gulf Coast need two cleanings a year, April and December, or three under heavy live oak canopy, since hurricane season keeps rain moving through the gutters into November.
Around Lubbock, one to two cleanings a year is enough, timed to November leaf fall and the tail of spring hail season, with wind pushing dust into the gutters between visits.
El Paso sits at the edge of the desert, where one to two cleanings a year, in June before the monsoon and October after it, keep downspouts clear of dust.
Near Tyler, two cleanings a year cover it, December after leaf fall and May once spring storms pass, clearing oak and hickory debris before it packs the gutters.

Who is responsible
Who is responsible for gutter cleaning in Texas: the HOA, the condo association or you?
In Texas, who cleans the gutters is decided by your community's governing documents, not by the state. The declaration and bylaws say what counts as a common element and what belongs to the owner.
Condos and attached townhomes. The roof and the gutters on it are usually common elements, and the association handles cleaning. Some declarations hand balcony or entry gutters back to the owner, so check yours before you book.
Single-family HOA communities. You own the house, the roof and the gutters. The HOA can require that they be kept clear and can send a violation notice if they are not, but the cleaning itself is yours to arrange.

What happens if you never clean your gutters in Texas?
