How often
Illinois homes need two gutter cleanings a year, for leaves and spring storms.
Around Chicago and the rest of northern Illinois, the standard window is early November, just before the hard freeze and lake-effect snow set in, and again in May, after maple, oak, ash and cottonwood seed drop finishes. Ice dams are the real risk if a full gutter sits through a hard winter here.
Downstate, around Springfield, the schedule shifts to November, after the oak and hackberry leaves are down, and May, once the spring hail and storm season passes. Sycamore, elm and cottonwood add to the debris load along the way, so keeping the downspouts clear ahead of storm season matters.
Across Illinois, ice dams in winter and wind-driven spring storms are what a full gutter cannot handle, which is why gutter maintenance is timed to both edges of the season change.

Who is responsible
In Illinois, who cleans the gutters is decided by your community's governing documents, not by the state. The declaration and bylaws say what counts as a common element and what belongs to the owner.
Condos and attached townhomes. The roof and the gutters on it are usually common elements, and the association handles cleaning. Some declarations hand balcony or entry gutters back to the owner, so check yours before you book.
Single-family HOA communities. You own the house, the roof and the gutters. The HOA can require that they be kept clear and can send a violation notice if they are not, but the cleaning itself is yours to arrange.

What it costs to skip
Clogged gutters packed with leaves and debris do not overflow neatly. Water starts backing up under the roof edge, runs down the outside of the wall, and collects at the foundation. That leads to rotted fascia boards, stained siding, mold on the wall behind them, and water damage to the interior wall. Any one of those turns into costly repairs that run past what ten years of gutter cleaning would cost.
Tower Hill Insurance, a home insurer, recommends clearing gutters twice a year for exactly this reason: it protects the foundation and the walls, and it is an insurer saying so, not a contractor.
